Alright, I ran dxdiag today, hoping it would tell me my cd-drive read speed.
it didnt, and i didnt expect it to, but i did see some yellow "!" on some d-x files.
Looking into it, it reccomended that I reinstall Direct-X. I pulled out the GW CD, knowing it had d-x 9.0c on it, and set it to install, but instead of giving me a reinstall option, it just updated. the yellow "!" were still there.

Frustrated, i went to my add/remove programs place, and there i found 2 d-x related things.

One is a ~90mb download which i really dont wanna mess with. its just to add d-x to the visual studio.net.
the second one says direct-x update.
it says "update", but if i uninstall then put back on, is that the thing that will replace my messed files?

P.S.
Where do i go to see the speed of my dvd-drive's reader?

This is in case you plan to install direct x :
Best way, for me (and has always worked since i started using it) to reinstall or install a new version of direct x is a 4 simple step process :
1) start computer in safe mod and uninstall
2) restart
3) start the computer in safe mode and install
4) start computer in normal mode
Pressing F8 at start up usually brings up the dialog that gives you the option. I do this so no files are "in use" by the computer and avoid being deleted/written over. When this happens you get things like what I believe you are experiencing. I used to have that happen a lot so I started doing this.
I do this with graphics drivers too due to certain FPS headaches.

Wrath, if you want to be safe, set a system restore point. If anything goes wrong, you can safely revert. As far as I know, DirectX is designed to be installed over previous versions. Just shut down all currently running programs and run the installer. You should be fine. MS is pretty good at making it a fairly bullet-proof process.

clicked uninstall, and it said "error. cannot complete operation. your computer may be in safe mode. please restart...etc."
so, that one must not be it. i did a direct-x search, and came up with hunderds of results. i have the direct-x "plug-in" on my visual studio package, and that is mostley what got found. i am fairly certain that both directx things in my picture were from the visual studio thing.

so, can anyone tell me where the direct-x uninstall would be?

Ok, this is making a bit more sense... You've installed the DirectX developers SDK at some point then. This is why you're seeing yellow "warning" indicators, because you've got debug dlls on your system. This is actually normal for developers, but it's not a typical thing for consumers to have.

Notice that the dll's with the yellow warnings have 'd' at the end of them? This means that they are debug dlls. This won't cause any harm to your system, it's normal. I've got the exact same thing on my system (my bad, I should have looked at your attached image earlier).

The only thing you'll want to make sure of is that in the DirectX control panel, in the various tabs (D3D, DirectInput, DirectMusic), the retail dlls are selected for use, not the debug dlls. This will make sure your system isn't slowed down by using slower debug dlls.

In short, your system is fine, no need to uninstall and re-install DirectX.

You could actually uninstall both of those dx programs and still have dx9.0c installed. I suggest doing just that, since you don't need them. Then go to microsoft.com and get the very latest version of dx9.0c. Even though the version hasn't changed MS still updates it every 2 months. It's good to have it up to date. Some games actually won't work on old versions of dx9.0c (FEAR is a good example).

I NEED the d-x debugs. we are starting to use/create programs at school that use some direct-x functions, and they wont even open without that
